Requires the Department of Public Safety to establish and operate a Motorcycle Safety and Operator Training Program with courses for novice and experienced riders throughout the state, meeting or exceeding Motorcycle Safety Foundation standards.

Authorizes the Commissioner of Public Safety to appoint a Statewide Motorcycle Safety Director who must hold a valid motorcycle endorsement and be or have been a chief instructor certified by the Motorcycle Safety Foundation or equivalent organization.

Exempts applicants who successfully complete an approved motorcycle safety course from taking the written knowledge test and skill test required for motorcycle endorsements or restricted motorcycle operator's licenses.

Creates the Motorcycle Safety Operator Training Fund, funded by a $5.00 annual motorcycle privilege tax (effective July 1, 2012) and $1.00 fees on temporary motorcycle permit applications, with funds appropriated by the Legislature for program operation.

Establishes instructor qualification requirements including high school diploma, valid motorcycle license, at least 2 years motorcycling experience, good moral character, and completion of a department-approved instructor training course.
