Establishes a housing repair grant program administered by the Department of Finance and Administration to provide grants up to $25,000 per household for significant home repairs

Eligibility requires applicants to own at least 50% of their primary residence, be 62 years or older OR disabled per Social Security Administration, and have annual income not exceeding $12,000 (single person) or $16,000 (two or more persons)

Creates the Mississippi Housing Repair Grant Fund in the State Treasury to hold program funding, with unexpended amounts and investment earnings retained in the fund

Authorizes issuance of up to $50,000,000 in state general obligation bonds to fund the program, with bonds maturing within 25 years and exempt from Mississippi taxation

Requires grant funds to be allocated among the four congressional districts proportionally based on each district's share of the state's population living below the federal poverty level
