Establishes the Motivating Parents and Children (M.P.A.C.) pilot program within the State Department of Education to provide grants to school districts for parental involvement services targeting families of school-age children.

Program aims to coordinate school and support services to at-risk children and their families, enhance educational attainment, and provide safe learning environments through collaboration between the Department of Education, Department of Human Services, Department of Health, and other state entities.

Pilot program applies to six school districts under conservatorship plus two additional at-risk districts (Laurel and Shaw).

Allows public school districts to permit homeschooled students residing within the district to participate in extracurricular activities.

Takes effect July 1, 2011, subject to appropriation of sufficient funds by the Legislature.
