Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to the existing components of health education and healthy living, health service, physical education and fitness, and healthful school environment.

Requires local school boards to adopt and implement plans for integrating the Comprehensive School Health Education Program into their local school curricula.

Mandates that public school nurses provide instruction in all components of the Comprehensive School Health Education Program as part of their health education responsibilities.

Requires the Office of Healthy Schools to submit policy recommendations to the State Board of Education for adoption of rules and regulations relating to the program.

Effective date: July 1, 2011.
