Creates the Hinds County State Highway System Study Committee to study and recommend whether specific highway segments within Jackson's corporate limits should be designated as state highways under Mississippi Transportation Commission jurisdiction.

Committee focuses on three highway segments: U.S. Highway 49 from Interstate 55 to Northside Drive, U.S. Highway 51 from Town Creek bridge to West County Line Road, and a network of streets including portions of High Street, Lamar Street, Griffith Street, West Street, George Street, President Street, Mississippi Street, and Hamilton Street.

Committee composition includes chairmen and vice chairmen of both House and Senate Transportation Committees, plus one member appointed by the Speaker of the House and one by the Lieutenant Governor.

Committee must file a report with recommendations to both House and Senate Transportation Committees for the 2012 Regular Session.

Effective July 1, 2011.
