Authorizes county boards of supervisors to use county road equipment and employees to bury dead livestock or poultry in emergency situations or disease outbreaks.

Requires the board to adopt a resolution declaring an emergency situation exists and that burying livestock or poultry is in the best interest of the county's health and welfare.

Permits burial when a licensed veterinarian certifies an epidemic or contagious disease exists among livestock or poultry and immediate burial is necessary to prevent disease spread.

Requires burial to occur on the owner's property and mandates the owner provide written permission and execute a liability release before county action.

Requires county boards of supervisors to establish a policy by July 1, 2011, for burying indigent persons using county equipment when no other burial means are available.
