Commends Dr. Lester James Spell, Jr. for over 35 years of public service to Mississippi upon his retirement.

Recognizes his service as captain in the United States Army, private veterinarian in Richland for 26 years, and first mayor of Richland from 1975 to 1996.

Honors his tenure as Mississippi Commissioner of Agriculture and Commerce beginning in 1996, during which he reorganized and automated the department to increase service output by 20% while reducing personnel costs by over $50 million.

Acknowledges major initiatives under his leadership including the "Make Mine Mississippi" program, expansion of farmers' markets, Farm-to-School program, and administration of over $60 million in grant assistance for livestock and catfish farmers.

Directs that copies of the resolution be provided to Dr. Spell and members of the Capitol Press Corps.
