Commends and congratulates Ms. P. Carson Culver, a library youth specialist at M.R. Dye Public Library in Horn Lake, for receiving the 2011 Mississippi Humanities Council Partner Award.

Recognizes Ms. Culver's coordination of the Luciernagas Family Reading Program in fall 2010, a Spanish-English literacy initiative designed to encourage Hispanic parents and children ages 6-10 to read and engage with books.

Highlights the exceptional success of the program with 27 enrolled families (exceeding the typical norm of 12), over 100 participants, and a waiting list, leading the Mississippi Humanities Council to make an exception and return the program to Horn Lake in September 2011.

Acknowledges Ms. Culver's professional development through seminars and workshops, as well as her extensive volunteer service with organizations including Toys for Tots, Keep Horn Lake Beautiful, the Horn Lake Chamber of Commerce, and DeSoto County Schools.

Notes that Ms. Culver received the President's Volunteer Service Award in 2008 from the President's Council on Service and Civic Participation.
