Clarifies that Mississippi Code Sections 59-15-1 through 59-15-19 authorize cities with population of 10,000+ or bordering the Mississippi Sound/Gulf of Mexico to own and control harbors, docks, piers, wharves, and recreational facilities.

Establishes that these municipal harbors and associated structures are not under the control or regulation of the Mississippi Secretary of State, excluding gaming operations specifically designated by statute as under the Secretary of State's control.

Finds that operation and maintenance of municipal harbors, docks, piers, wharves, bulkheads, jetties, buildings, structures, and recreational parks serve "higher public purposes" consistent with the Public Trust Tidelands Act.

Affirms that cities described in Section 59-15-1 retain ownership of all harbors and water frontage and receive all revenues derived therefrom, except from gaming operations under the Secretary of State's specific control.
