Suspends Joint Rules and all deadlines imposed by Joint Rule No. 40 to allow further consideration, filing, and adoption of conference reports on appropriation bills that died when conference reports were not filed by 8:00 p.m. on March 26, 2011, and on House Bill 1054, House Bill 1095, and Senate Bill 2913.

Amends Joint Rule No. 40 to change the sine die deadline for 90-day sessions from the 89th day to the 90th day, and maintains the 125th day for 125-day sessions.

Maintains all other legislative processing deadlines and timetables for both 90-day and 125-day sessions, including deadlines for bill introduction, committee reporting, floor action, and conference report filing.

Defines "revenue bills" as those whose primary purpose is to increase or decrease taxes or authorize bond issuance or borrowing, excluding regulatory bills with revenue provisions.

Requires any deviation from the legislative schedule to be approved by concurrent resolution with a two-thirds vote of both House and Senate members present and voting.
