Brings forward Initiative Measure No. 27 (voter identification constitutional amendment) for possible legislative consideration of an alternative measure to be presented to voters in November 2011.

Establishes requirement that qualified electors present government-issued photo identification before voting in person, with free state-issued photo ID available for those who cannot afford one.

Creates exemptions for electors in state-licensed care facilities, those with religious objections to being photographed (who may cast affidavit ballots), and those unable to present identification at voting (who may file affidavit ballots and present ID within five days).

Clarifies that photo identification requirement applies only to voting, not voter registration, and authorizes the Legislature to enact implementing legislation.

Requires the Attorney General to submit the resolution to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965.
