Brings forward Initiative Measure No. 31 (relating to eminent domain) for the Legislature to consider proposing a legislative alternative amendment to be presented to voters at the November 2011 election.

Initiative Measure No. 31 proposes a 10-year prohibition on transferring property acquired through eminent domain to nongovernmental entities, with exceptions for public utilities, infrastructure, and property acquisitions to remove public nuisances or threats to health and safety.

Brings forward four existing constitutional sections (17, 110, 190, and 233) relating to eminent domain for possible amendment alongside the legislative alternative.

Directs the Secretary of State to submit any legislative alternative amendment to voters on the first Tuesday after the first Monday of November 2011, to be voted on as a single amendment since both measures address the same subject.

Requires the Attorney General to submit the resolution to the U.S. Attorney General or U.S. District Court for the District of Columbia in accordance with the Voting Rights Act of 1965.
