Proposes a constitutional amendment to prohibit laws or rules from compelling any person, employer, or health care provider to participate in any health care system.

Permits individuals and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payments.

Protects the purchase and sale of health insurance in private health care systems from being prohibited by law or rule, subject to reasonable regulations that do not substantially limit options.

Does not affect which health care services providers or hospitals are required to perform, which services are legally permitted, workers' compensation laws, or existing rules as of January 1, 2010.

Scheduled for voter approval at the general election on the first Tuesday after the first Monday of November 2011.
