Proposes a constitutional amendment as a legislative alternative to Initiative Measure No. 26, which defines "person" to include every human being from the moment of fertilization, cloning, or functional equivalent thereof.

Changes the section number designation from "Section 33" to "Section 32A" of Article III to avoid conflict with an existing Section 33 in Article IV of the Mississippi Constitution.

Maintains the substantive content of Initiative Measure No. 26 while making only nonsubstantive clerical and technical corrections.

Directs the Secretary of State to submit the amendment to qualified electors at the November 2011 general election, presented as an alternative to the original initiative measure.

Requires the Attorney General to submit the resolution to the U.S. Attorney General or U.S. District Court for the District of Columbia pursuant to the Voting Rights Act of 1965.
