Honors United States Marine First Lieutenant William J. Donnelly IV of Picayune, Mississippi, who was killed in action on November 25, 2010, in Helmand Province, Afghanistan.

Recognizes Lieutenant Donnelly's military service with the 3rd Battalion, 5th Marine Regiment, 1st Marine Division, his graduation from the United States Merchant Marine Academy in 2008, and his commissioning as a Marine Corps officer.

Acknowledges Lieutenant Donnelly's prior service as a midshipman and Regimental Commander at the Merchant Marine Academy, and his earlier enlistment with the 4th Assault Amphibian Battalion, 4th Marine Division, out of Gulfport, Mississippi.

Extends condolences to his surviving family members: wife Linsey Becker Donnelly, parents William Donnelly III and Vicki Donnelly, sisters Lieutenant J.G. Melissa Weed and Rebecca Donnelly, and other relatives and friends.

Directs that this resolution be furnished to the Donnelly family and members of the Capitol Press Corps.
