Commends William "Larry" Lucas, former Vice President of Government Affairs/Diversity Programs for the Pharmaceutical Research and Manufacturers of America (PhRMA), for his career accomplishments in health equity advocacy and reducing racial, ethnic, gender, and geographic health disparities.

Recognizes Mr. Lucas's expertise in coalition building, grassroots development, and work with Congress and state legislators on pharmaceutical access, patient care, and health equity issues.

Highlights his professional background including a bachelor's degree from Jackson State University, service in the U.S. Air Force, 16 years with the Bureau of Census where he developed an outreach campaign for the 1980 census involving over 86,000 jurisdictions, and roles at various corporations.

Notes his 2010 receipt of the Congressional Black Caucus Fall Health Braintrust's Lifetime Achievement Award and his service on numerous boards including the NAACP Board of Trustees, Congressional Black Caucus Foundation, National Black Caucus of State Legislators, and Yale University's School of Nursing External Advisory Board.

Directs copies of the resolution be provided to Mr. Lucas and members of the Capitol Press Corps.
