Commends Willie Louis Richardson, a Clarksdale native and Jackson State University alumnus, for his professional football career and community service in Mississippi.

Recognizes Richardson's nine-year professional athletic career as a wide receiver for the Baltimore Colts (1963-1969, 1971), Miami Dolphins (1970), including First Team All-Pro selection in 1967, two Pro-Bowl selections, and appearance in Super Bowl III.

Acknowledges Richardson's post-football career achievements including graduate education in criminal justice and public policy, entrepreneurship, and service as principal owner and general manager of Brookwood Byram Country Club.
