Commends the life and legacy of Mr. W.L. "Frank" Latham, Jr., who passed away on March 21, 2011, at age 75.

Recognizes Latham's founding and operation of "Frank's World Famous Biscuits" in downtown Jackson for nearly 30 years, starting in 1975.

Honors his charitable work, including feeding hundreds of homeless and needy families during holidays and mentoring juveniles at the Hinds County Sheriff's Department detention center.

Notes his business received national recognition when NBC's Today Show featured the restaurant and on-air personality Willard Scott.

Extends deepest sympathy to his surviving family, including his wife Mary Alice Carson Latham of 45 years, three children, two grandchildren, siblings, and extended family and friends.
