Promotes the establishment of a citizens' environmental commission to address lack of services, inadequate living and work conditions, land use and zoning issues, and access to legal redress in Mississippi communities.

Directs the commission to prevent the intentional placement of hazardous waste sites, landfills, incinerators, and polluting industries in communities inhabited primarily by African Americans, Hispanics, Native Americans, Asians, Pacific Islanders, migrant farm workers, and the working poor.

Affirms environmental justice principles including fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income in environmental decision-making and enforcement.

Calls for full and fair participation by affected communities in transportation, energy, and agricultural decision-making; prevention of disproportionate health and environmental effects on minority and low-income populations; and compensation for victims of environmental injustice.

Requires copies of the resolution be furnished to members of the Capitol Press Corps.
