Commends William "Larry" Lucas, former Vice President of Government Affairs/Diversity Programs for the Pharmaceutical Research and Manufacturers of America (PhRMA), for his career accomplishments in advancing health equity and reducing racial, ethnic, gender, and geographic health disparities.

Recognizes Lucas's extensive professional background including work with the Bureau of Census (16 years), where he conceptualized a landmark 1980 census outreach campaign involving over 86,000 government jurisdictions that was replicated in 1990 and 2000, plus roles at Michigan Consolidated Gas Companies, Primark Corporation, and Gulf Oil Corporation.

Acknowledges Lucas as the first recipient of the Congressional Black Caucus Fall Health Braintrust's Lifetime Achievement Award in 2010 and his honors in the Congressional Record dated May 28, 2010, for championing health and wellness improvements for underserved populations.

Notes Lucas holds numerous leadership positions on boards and advisory councils including the NAACP Board of Trustees, Congressional Black Caucus Foundation, National Black Caucus of State Legislators, National Hispanic Medical Foundation, Yale University's School of Nursing External Advisory Board, and Tougaloo College.

Directs that copies of the resolution be furnished to Mr. Lucas and Capitol Press Corps members.
