Commends Dr. Willis H. Lott upon his retirement on June 30, 2011, after 43 years of service in education, including 13 years as the 11th President of Mississippi Gulf Coast Community College.

Recognizes his leadership in overseeing $110.9 million in capital improvements and infrastructure projects while managing the college's response to Hurricane Katrina in 2005, including $21 million in facility damage and $4 million in student refunds.

Highlights his accomplishments including securing the largest state bond fund appropriation for community colleges as Chair of the Mississippi Association of Community and Junior Colleges in 2009-2010, and hosting President George W. Bush for a commencement address.

Acknowledges his expansion of eLearning from 53 courses in 2001 to nearly 300 courses serving over 2,300 students, as well as establishment of employee recognition programs and leadership development initiatives.

Notes his numerous state and national awards including the 2010 Northrop Grumman Educational Leadership Award, 2007 ACCT Regional CEO Award, and recognition for athletic program achievements including a national championship football team.
