Honors Buckles' military service as an ambulance driver in Europe during World War I at age 16 and his survival as a prisoner of war in Japanese camps for over three years during World War II.

Recognizes Buckles' advocacy for a National World War I Memorial and his dedication to honoring fellow veterans throughout his life.

Expresses deepest sympathy to his daughter Susannah Buckles Flanagan and other family and friends.

Directs copies of the resolution to be provided to Buckles' family and the Capitol Press Corps.
