Amends House Rule 54 to require the member calling up a conference report to inform the House whether the report contains any provisions not included in previous versions of the measure considered by the House.

Mandates that if new provisions are present, the member must provide both written and oral explanations of those provisions to the House membership.

Suspends this requirement only upon a two-thirds vote of members present and voting.

Takes effect immediately upon adoption by the House of Representatives.
