Creates a 12-member House Study Committee on Crime and Corrections appointed by the Speaker, including members from the House Select Committee on Poverty, House Judiciary "B" Committee, and House Corrections Committee.

Directs the committee to examine the Department of Corrections' operations and long-term needs, then make recommendations to the House at the 2012 Regular Session.

Grants the committee authority to review proposed correctional facility contracts at least 30 days before execution, with the Department of Corrections required to submit contracts 45 days in advance if requested.

Authorizes committee members to conduct announced or unannounced inspections of Department of Corrections facilities and operations at any time.

Dissolves the committee after submitting its recommendations at the 2012 Regular Session.
