Requires motor vehicle owners in Mississippi to provide proof of liability insurance before receiving or renewing license tags, effective July 1, 2011.

Proof of insurance must be presented to the tax collector in person or by mail using the insurance card or a copy issued by the insurer.

Exempts motor vehicle owners already exempted from insurance requirements under Section 63-15-4(1).

Establishes criminal penalties for presenting false insurance evidence, including a fine of $500 and up to one year imprisonment, which can be waived if the offender purchases minimum six-month coverage by the court date.

Requires persons convicted of false insurance claims to surrender their driver's license, license plates, and vehicle registration, with reinstatement only after paying fines, serving sentences, and providing proof of minimum liability insurance coverage.
