Allows candidates' nicknames to appear on primary and general election ballots if the nickname is one by which the candidate is generally known, with the Secretary of State to prescribe rules regarding permissible nicknames.

Prohibits ballots from containing titles such as doctor or reverend, or names that promote a political ideal.

Requires names of candidates for each office to be arranged in alphabetical order on both primary and general election ballots.

Requires the Secretary of State to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
