Amends Mississippi Code Section 23-15-541 to clarify that curbside voting for physically disabled persons may only occur on election day, not during early voting or other times.

Authorizes poll managers to allow disabled voters arriving by motor vehicle to vote curbside while polls are open (7 a.m. to 7 p.m.), with two or more managers bringing the pollbook, receipt book, and ballot to the vehicle.

Requires initialing manager approval of paper ballots cast curbside and mandates marking the pollbook "voted" by the elector's name before the ballot is placed in the ballot box.

Mandates that if fewer than three managers remain in the polling place during curbside voting, all voting at the polls must stop until managers return to maintain a minimum of three managers on site.

Requires submission to the U.S. Attorney General or U.S. District Court for District of Columbia for Voting Rights Act compliance, with effectiveness contingent on Section 5 clearance of the Voting Rights Act.
