Creates the Mississippi Country and Western Music Commission to develop a marketing plan promoting country and western music and culture for economic development and tourism across all areas of the state.

Commission shall report to the Governor and Legislature by January 1, 2012, with recommendations on marketing, tourism development, music archives, historical preservation, and establishment of a permanent state office of country and western music.

Commission composed of 15 members including directors from tourism, archives, arts, and educational television authorities; university officials; two nonvoting state senators; two nonvoting state representatives; and six members appointed by the Governor.

Commission authorized to accept grants and donations from federal, state, and private sources and coordinate with state agencies including the Department of Archives and History, Mississippi Development Authority, and higher education institutions.

Act automatically repeals July 1, 2015, unless extended by subsequent legislation.
