Amends Mississippi Code Section 99-19-101 to add three new aggravating circumstances for capital murder cases that take effect July 1, 2011.

Adds as an aggravating factor when a capital offense was committed to influence government policy by intimidation or coercion, or to affect governmental conduct by mass destruction or assassination.

Adds as an aggravating factor when a capital offense was committed to intimidate or coerce a civilian population.

These new aggravating circumstances allow juries to consider terrorism-related motivations when determining whether to impose the death penalty in capital cases.
