Amends Mississippi Code Section 21-9-25 to allow city managers to accept part-time employment outside city limits if it does not conflict with their duties as city manager.

Requires city managers to provide notice to the city council before engaging in any other business or profession.

Clarifies that city managers are prohibited only from outside work that creates a conflict of duty, rather than all outside employment.

Adds gender-neutral language ("or her") to existing provisions regarding city manager qualifications and eligibility.
