Amends Section 23-15-217 of the Mississippi Code to allow county election commissioners to run for other offices during their four-year term if they resign from the election commissioner position before qualifying for the new office.

Election commissioners may be candidates for any other office at any election held during their four-year term, provided they have previously resigned from their election commissioner role.

In contests involving county election commissioner elections, the board of supervisors shall perform all duties and powers of the election commission, consistent with procedures used when no commissioners of election exist in the county.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965, as amended.

The act becomes effective upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
