Increases the maximum mills rate that municipalities may levy annually for parks, playgrounds, and recreational purposes from an unspecified previous amount to four (4) mills.

Applies to all municipalities, including those operating under special charters that have established park commissions.

Restricts use of collected tax funds exclusively to constructing, supporting, and maintaining parks, playgrounds, and recreational facilities.

Effective date: July 1, 2011.
