• Reenacts multiple sections of Mississippi employment and workforce development law, including the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 and the Employment Security Law.

• Extends the repeal date from July 1, 2011, to July 1, 2014, for Section 71-5-503 (weekly benefit amounts for unemployment compensation) and Section 43-17-5 (TANF benefits provisions).

• Extends the repeal date from July 1, 2011, to July 1, 2014, for Section 43-19-46 regarding employer reporting of newly hired employees to the Directory of New Hires.

• Transfers powers and responsibilities of the Mississippi Employment Security Commission to the Mississippi Department of Employment Security in the Office of the Governor, with an Executive Director appointed by the Governor with Senate consent.

• Reenacts provisions establishing the Mississippi State Workforce Investment Board with 39 voting members focused on workforce development, training coordination, and creating a one-stop employment and training system.
