Amends Section 83-39-31 of the Mississippi Code to clarify that the $10 domestic violence bail bond assessment is refunded when a defendant is not finally convicted.

Specifies that the domestic violence assessment is not imposed if a defendant is found not guilty, charges are dismissed, the prosecutor enters nolle prosequi, or the conviction is reversed on appeal.

Maintains existing bail bond fee structure of 2% of bond value (or $20 minimum) for cash, surety, property, and guaranteed arrest bonds.

Requires the State Auditor to establish procedures for timely collection, deposit, accounting, and refund of all fees and assessments.

Takes effect upon passage.
