Establishes the Uniform Interstate Depositions and Discovery Act to allow parties to request subpoenas from Mississippi county clerks for discovery conducted in the state, without requiring an appearance in Mississippi courts.

Requires county clerks to promptly issue subpoenas incorporating the terms of foreign subpoenas submitted by parties, along with names, addresses, and telephone numbers of all counsel and unrepresented parties.

Mandates that subpoenas issued under the act be served in compliance with Rule 45 of the Mississippi Rules of Civil Procedure and be subject to all applicable civil procedure rules.

Directs that applications to enforce, quash, modify, or obtain protective orders for such subpoenas must comply with Mississippi law and be submitted to the court in the county where discovery is being conducted.

Applies to all pending cases as of July 1, 2011, and becomes effective on that date.
