Extends the deadline for the Health Insurance Exchange Study Committee to report its findings from December 1, 2010 to December 1, 2011, with findings to be presented to the Governor and Legislature during the 2012 Regular Session.

Delays the repeal date of the committee from July 1, 2011 to July 1, 2012, allowing continued operation for an additional year.

Maintains the committee's composition of 13 members including insurance company representatives, health underwriters, business owners, insurance agents, legislative members, Medicaid representatives, and the Insurance Commissioner.

Preserves the committee's charge to conduct an extensive study of health insurance exchanges including carrier participation, eligible populations, federal law compliance, agent roles, funding requirements, and analysis of the uninsured population.

Takes effect July 1, 2011.
