Amends Mississippi Code sections 37-59-17 and 37-59-105 to increase the voter approval threshold for school bonds and certificates of indebtedness from a simple majority to 55% of qualified electors voting.

Requires school boards to determine whether at least 55% of qualified electors voting in bond elections voted in favor of issuance; bonds cannot be issued without this threshold.

Applies the 55% threshold to both regular bond elections and elections triggered by petition of at least 20% of qualified electors requesting a vote on incurring indebtedness.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

Act takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
