Creates a 13-member task force to study the selection methods and governance structures of local school boards in Mississippi and recommend optional methods to enhance efficient school system operations.

Task force membership includes the chairmen of Senate and House Education Committees, one appointed senator and representative, two school board members (one elected and one appointed), superintendents, business and community representatives, and public members.

Temporary chairman must call first meeting within 30 days of the bill's effective date; task force shall elect permanent chairman and other officers; majority constitutes a quorum.

Task force must report findings and legislative recommendations to the legislature, Lieutenant Governor, and Governor for implementation in the 2012 Regular Session, with option to extend review through 2013 if needed.

Legislative members paid from respective house contingent funds; non-legislative members reimbursed for actual expenses; task force may hire consultants subject to legislative appropriation and can utilize existing agency and school district staff.
