Creates the "Elevator Safety Act of Mississippi" to regulate the design, construction, operation, inspection, testing, maintenance, alteration and repair of elevators, escalators, dumbwaiters, platform lifts, moving walks, and automated people movers in buildings over two stories.

Establishes a nine-member Elevator Safety Review Board with representatives from state agencies, elevator manufacturers, service companies, building owners, labor, municipalities, and the general public to set regulations, issue licenses, and enforce compliance.

Requires licensing of elevator contractors, mechanics, and inspectors; elevator mechanics must have at least three years of industry experience or equivalent training, and inspectors must be ASME QEI certified.

Mandates that property owners obtain permits before installation or material alteration of conveyances, register existing elevators with the board within six months, obtain annual Certificates of Operation, and conduct annual safety inspections by licensed inspectors.

Establishes civil penalties and license suspension/revocation for violations; exempts buildings two stories or less and private residences from requirements; takes effect July 1, 2011.
