Allows qualified electors to vote by absentee ballot for any reason, removing the requirement to provide a specific justification for absentee voting.

Requires all registrars' offices to remain open from 7:00 a.m. to 7:00 p.m. on the three Saturdays prior to each election.

Maintains existing absentee ballot application procedures, including requirements for seal and initials from registrar or deputy.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
