Authorizes the Department of Finance and Administration to create and maintain a list of suspended and debarred contractors and subcontractors, with authority to adopt regulations governing suspension or debarment subject to Public Procurement Review Board approval.

Disqualifies suspended or debarred contractors and subcontractors from consideration for contracts with the department during the suspension or debarment period in accordance with department regulations.

Prohibits the use of reverse auctions for any public contract for design or construction of public facilities, including buildings, roads, and bridges.

Establishes a special bidding procedure for purchases involving renovation, restoration, or both of the State Capitol Building or other historical buildings designated as Mississippi Landmarks, allowing selection from prequalified bidders based on knowledge and experience in historical restoration.

Effective date: July 1, 2011.
