Amends Section 37-23-137, Mississippi Code of 1972, to require that when a school district contracts with an outside entity to conduct assessments, evaluations, or observations, the entity must provide a copy of the report to both the school district and the child's parents simultaneously.

Requires local educational agencies to notify parents upon receipt of observation reports from outside individuals or entities that make recommendations for possible changes to a child's individualized education program (IEP).

Maintains existing parental rights regarding consent for initial evaluations, implementation of IEPs, reevaluations, and release of educational records under IDEA and Family Educational Rights and Privacy Act.

Effective July 1, 2011.
