Authorizes the Mississippi Department of Education to develop and promulgate policies regarding financial reimbursements to sponsoring school districts that provide educational services to students placed in youth detention centers.

Reimbursements come from school districts where detained students are of record or compulsory-school-age residents, to compensate sponsoring districts for assessment, math and reading instruction, character education, and behavioral counseling services provided.

Requires detention center staff to notify school districts where detainees last attended school by the first school day following placement, if detention will cause the student to miss one or more days during the academic school year.

Mandates sponsoring school districts provide educational services within 48 hours of detention during the academic school year, including diagnostic assessment, individualized instruction in reading and math, and character education.

Effective date of July 1, 2011.
