Authorizes the State Bond Commission to issue up to $800,000 in general obligation bonds to fund repairs to a bridge on County Road 346 in Alcorn County and a bridge on County Road 50 in Tishomingo County.

Creates the "2011 Bridge Repair Fund" as a special fund within the State Treasury, maintained separately from the General Fund, with unexpended amounts and investment earnings retained in the fund.

Prohibits bond issuance after July 1, 2014, and allows bonds to mature over a period not exceeding 25 years from the date of issue.

Pledges the full faith and credit of Mississippi to guarantee bond payments, with any deficiency paid from the State Treasury if appropriated funds are insufficient.

Bonds and their income are exempt from all state taxation and may be validated through the Chancery Court of the First Judicial District of Hinds County.
