Repeals sections 63-13-1 through 63-13-29 of Mississippi Code of 1972, which established the Mississippi Motor Vehicle Safety Inspection Law.

Amends Section 63-7-59 regarding window tinting requirements and labeling procedures, with no substantive changes to the existing tinting standards or exemptions.

Adds a new five dollar ($5.00) registration fee on vehicle license tags and decals, effective July 1, 2011, with $2.50 remitted to the Department of Public Safety and $2.50 remitted to the Mississippi Department of Transportation for operational expenses.

Requires the Department of Public Safety and Mississippi Department of Transportation to use the new fee revenue upon legislative appropriation for their respective operational expenses.
