Establishes an Early Voting Pilot Program in Alcorn County allowing qualified electors to vote early at the county registrar's office or designated location between 25 and 4 days before an election without requiring an excuse.

Sets early voting hours as weekdays 8:00 a.m. to 5:00 p.m. and Saturdays 9:00 a.m. to 12:00 noon, with the registrar's office closed on the Saturday before each election.

Requires the registrar to provide notice of office hours at least 5 days before early voting begins and to use voting machines or electronic voting systems complying with state specifications.

Limits each direct recording electronic (DRE) voting machine to a maximum of 9,999 voters during the early voting period and requires the Secretary of State to provide registered voter databases to the Circuit Clerk at least 55 days before elections.

Automatically repeals the pilot program on June 30, 2014, and requires submission to the U.S. Attorney General for Voting Rights Act compliance before the act takes effect.
