Amends Section 39-5-145 of the Mississippi Code to expand the use of Mississippi Community Heritage Preservation Grant Fund monies to include restoration projects for the historic Northside School in West Point and Columbus City Hall.

Allocates $353,000 to the National West Point Alumni Association for capital improvements, repair, renovation, and restoration of the historic Northside School in West Point, Mississippi.

Allocates $75,000 to the City of Columbus, Mississippi for repair, renovation, and restoration of the Columbus City Hall building and related facilities.

Expands the $100,000 grant to the Jacinto Foundation, Inc. to allow funds to be used for buildings and facilities near the courthouse in Jacinto, in addition to the courthouse itself.

Takes effect July 1, 2011.
