Allows qualified electors to vote early between 21 and 5 days before election day at the registrar's office or designated location, with early voting conducted on weekdays 8 a.m. to 5 p.m. (7 p.m. on final two days) and one Saturday 8 a.m. to 4 p.m.

Requires early voters to sign a receipt book and vote using the same procedures as election day voting, with all early votes being final and counted simultaneously with election day votes.

Prohibits early voting if only one candidate qualifies for each office on the ballot.

Permits candidates and their representatives to be present at early voting locations and challenge voter qualifications using the same procedures as election day.

Modifies absentee ballot provisions to prevent voters from casting absentee ballots at the registrar's office during the early voting period, requiring such in-person absentee ballots be cast by the day immediately preceding the early voting period.
