Amends Section 19-3-42 of the Mississippi Code to authorize county boards of supervisors to grade, gravel, repair, and maintain private roads or driveways used as turnarounds by Head Start program buses and successor programs.

Requires boards of supervisors to record in official meeting minutes the written request from the school board or local Head Start administrator, written board approval, specific location, and property owner name before performing work.

Requires the written request to include a current list of all active and contemplated bus turnarounds for the school year, with approval valid only for the period the turnaround is anticipated for use, not to exceed one year.

Extends existing county authority to maintain school grounds, roads, driveways, and parking lots, as well as driveways and parking lots for tax-exempt nonprofit drug rehabilitation organizations and private nonprofit cemeteries (limited to within 150 feet of county highways).
