Establishes the Mississippi Commission on Human Relations as a nine-member body appointed equally by the Governor, Lieutenant Governor, and Speaker of the House, subject to Senate confirmation, with no more than five members from the same political party.

Declares discrimination based on race, religion, color, sex, age, national origin, or disability unlawful and a matter of state concern, particularly in employment, housing, and public accommodations.

Empowers the commission to investigate discrimination complaints, conduct hearings, provide technical assistance, accept grants, and cooperate with federal agencies under the Civil Rights Acts to promote fair treatment and equal opportunity.

Requires the commission to submit annual comprehensive reports to the Governor, Attorney General, and State Legislature with recommendations for legislative action.

Assigns the commission to the Office of the Governor for budgetary and administrative purposes and directs all state agencies to cooperate with the commission, effective July 1, 2011.
